Iowa-born, Johns Hopkins and German-trained public finance economist.  Although conservative in many respects, Adams parted ways from contemporary American economists by calling for regulation of the railroads and the legalization of trade unions. He was forced out of Cornell in 1887 because of his "radical" teachings.  After a short stint as a statistician at the Interstate Commerce Commission, he became a professor at the University of Michigan in 1888, where he remained until his death.  Jointly with Ely, he was a promoter of the American Economic Association and is widely regarded as one of the forerunners of the American American Institutionalist school.
